A country has just been liberated after a long war. Peace is threatened by civil unrest:  rebellions, conspiracies, mutinies. Debates about striking law and order among competing interests.  Justice is at stake.

A man who holds a steady commitement, has been invited with the highest of hopes to be the First Governor of the liberated country. He draws the line between his personal life and his patriotic commitment, between political survival and mission, love and high ideals.
